Multiple voting (or stuffing the ballot box) is easy enough. It was done effectively by fanatically devoted followers of Ron Paul in straw polls of the presidential elections, when in real life he was garnering single digits. After voting, the perpetrator erases his/her cookies and votes again. Or he/she goes to the library and uses the multiple computers each with a separate IP address.
